From Garry Cranford's Book, "Potheads and Drumhoops: A Folk History of New Harbour" (Page 26), we learn that as with many communities during the depression, the citizens of New Harbour area petitioned the governor for provisions and other forms of relief, the following snippet is from a petition sent in 1831:
"...Caleb White of New Harbour... was in early April last, brought to this town in great indigence from long sickness. It was found necessary that this leg and part of his thigh should be amputated... and is now nearly recovered."

NOTES:1. E-mail November 15, 2000 - " James Hellyer and Mary Thorn are my paternal grandparents, all listed on Jerry Michael's web page. It is called the Hilliers of Trinity Bay Newfoundland, the web site is: www.familytreemaker.com/users/m/i/c/Jerome-J-Michael/. That is my compilation from Netherbury Dorset, dating to 1500. James Halyer/Hellyer died Nov. 29, 1814, buried in the original COE cemetary in New Harbour. He married Mary Thorn, daughter of John and Mary Thornton, original settlers of New Harbour. Their daughter Mary married William Bishop of Gadstouk Dorset. In the old cemetery a William Bishop was buried in 1805. They owned a fishing premises at Cat Cove, New Harbour. He appears to be the original settler. A George Bishop inherited the original premises. Sorry I have no info on Elias. "
2. From Ross Hillier's e-mail of January 03, 2001: "James Hellyer (Halyer) and Mary Thornton had a son Richard who married Ann unknown. They had a daughter Elizabeth born in 1823, a son Richard born abt. 1824. Richard married Martha unknown at New Harbour. they may have had sons Richard and George, born at New Harbour. But the records only start in 1883 at COE New Harbour. New Harbour records from 1827 to 1863 were burnt at Hearts Content rectory in 1866. Richard and Martha had a daughter Sarah, born at New Harbour August 26, 1865, and another daughter Martha Jane born at Spread Eagle in 1868. They were the original Hilliers of Spread Eagle. The Hilliers of Spread Eagle were in constant touch with our family and stayed at our home many times. I believe Richard , born abt. 1850 is the great grandson of James Hellyer and Mary Thorn."
3. The following notes are from Jerome J. & Hope Hillier Michael's site, but are from Ross Hillier:
Seary's "Family Names of the Island of Newfoundland" indicates an early instance of Hillier as one James Halyer of New Harbour in 1774. We are going on the premise that this is the earliest Hillier ancestor, although we are still attempting to link him with Richard Hellier, fisherman of St. John's, 1794-5 "31 years in Nefoundland" (Census 1794-5/as per Seary)
Preliminary information on early Hilliers and their offspring has been provided by Joyce (Hillier) Gregory. Sources still have to be documented.
In interview with Rex Hillier of New Harbour on September 9, 1998, he provided me with "tree" (as compiled by David Hillyer of England) for James Halyer which confirms names of James' children, although some of the birth dates vary.
Note that the early reference to James Halyer is dated 1774 and coincides with the recorded marriage date to Mary Thorne and the birth/baptismal date for their son John. Birth places of all children is assumed to be New Harbour. James Halyer (Hellyer) is as on the headstone.
4. The New Harbour Settlers page at the Upper Trinity South website says that James Helyer moved to New Harbour in 1774 and that a James Hillier was proprietor and occupier of a fishing room in 1800-1801.
